The Impact of COVID-19 on Hampden Town Services

Individuals needing assistance or services should call or email town departments. Staff will respond to emails and voicemails as soon as possible during normal business hours. Individuals may also be able to conduct some transactions online. Payments may be mailed or dropped in the drop box outside Town Hall.

POLICE:  Effective immediately, in order to comply with the Commonwealth’s directive to reduce potential exposure to COVID19, the Police Department will be altering some practices:   First and foremost, police officers will continue to respond to emergencies.  For other police services the following will apply:
1) Non-emergency calls involving past crimes:  Officers will take reports via phone whenever possible.
2) Access to the PD will be limited to emergency needs.  Residents should call the business line at 413-566-8011 for any questions or to report a past incident.
3) FID & LTC applications: All processing will cease in person. The PD will accept renewal applications by mail and send a receipt by mail, which will allow licenses to remain active beyond the expiration date if individuals have the receipt for the renewal submission.  Applications are available at www.Hampdenpolice.com or from the State Firearms records bureau.  These procedures will be updated as needed as we receive more guidance from the state.

FIRE:  Due to the COVID - 19 situation the Hampden Fire Department will be closed to the public effective immediately. Fire Department business will be conducted by phone or email. All senior safe activities have been suspended until further notice. All inspections involving real estate transactions will be suspended until 4/2/20.

LIBRARY:  The Hampden Public Library is closed to the public.  We have no Inter-library Loan deliveries.  Patrons are not able to put library materials on hold for delivery to the Hampden Public Library.  Library patrons can use Overdrive & Libby for e-books and e-audio books.  There are also magazines available electronically through CWMARS.Library patrons can still return their library materials, books, DVDs & CDs at our book & DVD receptacles outside of the library.  Hampden Library Patrons will not be fined for late library materials.  Our children's librarian, Kate, has posted several free resources on our Facebook page for young students at home.

SENIOR CENTER:  The Hampden Senior Center is closed to the public. Currently we are not running any programs or services. People are encouraged to call during normal business hours and speak to staff members who are available to assist with any questions, problems or concerns. We will post changes as they become available.

BUILDING DEPARTMENT:  The Building Department continues to process all permit applications and answer all Building / Zoning Questions.  Employees are wearing gloves to process all incoming paperwork and fees.  Plumbing/Gas Inspector Dennis Chaffee has been instructed to perform all inspections via photos or Facetime for the time being, as he is in a high-risk category, and he can still view the work through this media.  Electrical and Plumbing Inspectors will not be doing home visits to mitigate the risk of cross contaminating the public. These inspections will be performed using photos and E-mail to track progress.  The Building Inspector will continue to make needed inspections using “social distancing” in order to fulfill duties safely.

CEMETERY:  The Department will continue to work with the public regarding burials.  Funeral decisions will be made by funeral homes and churches.  The Cemetery Department continue to do burials.

HIGHWAY: At this point, there are no reductions in services provided by the Highway Department.

HEALTH:  The Board of Health will respond to requests as they come in. Perc tests will still be done. Arrangements can be made to receive septic designs by calling the Board of Health office. Any as-builts needed can be sent via text, fax or email. Most business can be done as normal except for coming into the office.

PARKS AND RECREATION:  All baseball/soccer practices and fundraisers have been cancelled until further notice.

RECYCLING AND TRANSFER STATION:   Currently, the transfer station remains open with normal business hours. The public will be notified if there are future changes.
